Most homeowners are not proficient in building codes and the proper repair methods to protect their homes. They are often taken advantage of by contractors without proper knowledge or contractors willing to cut corners to save a few bucks. Ensuring the repairs are being completed in a manner to protect the property is the main priority for a homeowner. Reviewing this document will allow homeowners to understand specific code provisions and why they must be followed.
Unfortunately, the primary roofing material in Minnesota is asphalt roofing, which is a temporary roofing solution. Regardless of the weather, a temporary roofing product will have a shorter life expectancy than the building itself. When you factor in Minnesota's harsh weather, an average asphalt roof has a life expectancy of 10-12 years. Knowing this, Minnesota has created a section specifically for reroofing in the state residential building code to address the necessary practice to protect the safety and longevity of a building. Section R908 is the "reroofing" section of the residential building code. Although this section is for reroofing, the new roof must comply with the rest of Chapter 9 of the building code (R908.1 General). WARNING, it is common to see a roofing contractor ignore this portion and other portions of the building code.
To help understand building code in layman's terms, the build code's provisions are a D- on a grading scale. Anything less is an F (fail). A municipality (county, city, or township) can have more restrictive requirements, but the state code supersedes (overrules) if they are less restrictive. "The State Building Code is standard that applies statewide" and "supersedes the building code of any municipality" (1300.0030 Purpose and Application Subp. 2. Application). The department of labor and industry is the state organization that oversees all contractors licensed in Minnesota. They enforce violations and apply penalties under the Minnesota Statutes (1300.0150 Violations, Penalty).
The type or style of roof installed on your property does not matter. One of the most crucial roof components is the flashings. Flashings are a material (almost always metal) that roofers install to direct water away from vulnerable areas. Every roof should have flashings installed around the perimeter, penetrations, chimneys, valleys, and all roof-to-wall connections. These also happen to be the materials most commonly reused when reroofing. Almost all manufacturers agree with this, and reusing flashing that is not in perfect condition can void warranties. If your contractor is not doing this, they are not installing your roof in accordance with the building code and most likely going against the manufacturer's installation instructions. UNLESS in perfect condition, replace ALL flashings.
The building has two provisions to prevent repairs from being constructed in this manner. Section R908.5 Reinstallation of Materials states, "Any existing flashings, edgings, outlets, vents or similar devices that are a part of the assembly shall be replaced where rusted, damaged or deteriorated." Section R908.6 Flashings states, "Flashings shall be reconstructed in accordance with approved manufacturer's installation instructions." In addition to voiding the material warranty, reusing flashings will go against the building code's minimum standards.
As contractors, we are ethically obligated to research the installation instructions and building code constantly. Most contractors do not share this philosophy. Therefore many roofs are installed improperly and leave home susceptible to future problems that could result in additional repairs or the roof being replaced prematurely. On average, replacing a roof will put 4.5 tons of debris in a landfill. Hiring a contractor who is not correctly installing an asphalt roof, directly affects the homeowner but is also indirectly impacting the environment with the additional waste being added to the landfills.
Protect yourself and your home by hiring a contractor who will correctly replace your roof to get the most extended lifespan possible. When choosing your contractor, determine how they install their roofs and their standard building practices. It should raise red flags if they are not planning on replacing the flashings, edgings, or vents. Hold your contractor accountable by making them have before, during, and after of your roof replacement. Contact your local building official or the Department of Labor and Industry if you believe repairs we completed incorrectly.
In Minnesota, a state residential building code applies statewide and supersedes a less restrictive municipality (city, county, or town) code. The state code is the standard for the "construction, reconstruction, alteration, and repair of buildings" (1300.0030 Subp. 2. Application.). Any alterations or repairs completed by Super Siders will comply with the state code. A municipality code will only be considered if it is more restrictive than the state code. We must have this as a company guideline to protect ourselves. "A violation of the code is a misdemeanor under Minnesota Statutes" (1300.0150 Violations, Penalty). Not following the residential building code is unlawful, and a violation can have disciplinary action and result in the violation's abatement (1300.0140 Violations). In layman's terms, Super Siders is still liable for all the repairs we contract, even if the building official approves the repairs.
To justify all items and costs being accounted for on our proposed roof replacement, we are explaining the local law that applies. The state code has general requirements within its code provisions and allows the manufacturer's installation instructions to be an extension of the state code. The manufacturer's installation instructions are specific requirements. "If there is a conflict between a general requirement and a specific requirement, the specific requirement applies" (1300.0040 Subp. 2. Compliance). Since all roofs shall be installed in a manner to be in accordance with the manufacturer's installation instructions (Section R903.1 General), we review the manufacturer's instructions before the code provisions. The manufacturer instructs the installation of a drip edge along the eaves and rakes. To comply with Section R903.1 General, a drip edge must be installed along the eaves and rakes. Please review the photo of the installation instructions and the letter from the manufacturer clarifying what is needed to be "in accordance" with the installation instructions.
The justification above applies to roof replacements; however, most roofs will have a drip edge installed along the eaves and rakes. The state code does not allow the reinstallation of any flashings or edging that is rusted, damaged, or deteriorated (Section R908.5 Reinstallation of Materials.). Manufacturer installation instructions only allow drip edge to be installed when they are in "like new" condition. The drip edge will sustain damage when removing the underlayments and shingles from the roof. Drip edge is secured to the roof by using nails. At the very least, the damage the drip edge will sustain will be from the holes left by the fasteners securing it to the roof deck. The drip edge will not be able to be reused. This is with Section R908.5 Reinstallation of Materials and the manufacturer's installation instructions.
Drip Edge is a flashing installed around the roof's perimeter. The core function of this material is to direct the waterway from the roof's edge. Without a drip edge, water may end up underneath the shingles, causing various damage to the home. A drip edge will also keep the water away from the fascia. This is very important when the house has a fascia made of a material other than metal. If the fascia is made from wood, the water could lead to rot, leaks, or premature aging. Section R903.1 General also states all roof assemblies shall protect the building, and Section R903.2 Flashings states flashings shall prevent moisture from entering the wall or roof. The building would be susceptible to water intrusion and conflicts with Section R903.2 Flashing. In my opinion, constructing a roof assembly that promotes water intrusion does not protect the building.

The State of Minnesota was aware the primary roofing material installed (asphalt shingles) in the United States is not a permanent product, and reroofing is inevitable. Knowing this, Minnesota has created a section specifically for reroofing in the state residential building code to address the necessary practice to protect the safety and longevity of a building.
Section R908 Reroofing has specific provisions to address the correct building methods for the circumstances when replacing a roof. WARNING, it is common to see a roofing contractor not properly install flashings or reuse material (often flashings) when they are supposed to be replaced.
No matter what type or style of roof you are installing, one of the most critical roof components are the flashings. Flashings are a material (almost always metal) that roofers install to direct water away from vulnerable areas. Every roof should have flashings installed around roof penetrations, chimneys, valleys, and all roof to wall connections.
One of the most critical building methods that need to be followed is only to reinstall materials permitted to be reinstalled. For the example of flashings, when reroofing, “flashings shall be constructed in accordance with approved manufacturer’s installation instructions” (R908.6 Flashings).

This roof component is a specialized shingle, which field shingles can not be used in its place. Asphalt starter shingles must be installed along the eaves and rakes to be in accordance with the manufacturer's installation instructions. To make a code complaint repair, siding will need to be installed 2" above the roof surface. This is due to the manufacturer's installation instructions stating the "Siding/cladding must be at least 2" (51mm) above the roof surface and covering flashing at least 2" (51mm)". Most homes have the siding installed touching the roof surface or 1" above the roof surface. In these situations we must follow these installation instructions as it is required by the Minnesota State Building Code. This means taking the siding off and reseting or cutting it to be 2" above the roof surface. A couple of price list might be used to ensure that your insurance company provides the most accurate market price for your damaged property. The initial estimate is to determine the actual cash value (ACV) of your loss. An open deck inspection allows the crew to determine if the roof deck is in such condition to allow the installation of our asphalt roofing component system. Ensuring we have a proper foundation for the shingles and underlayment is crucial. As even the best underlayments and the best shingles can fail in the roof deck below it fails.
Leak barriers are a very important and necessary portion of a roof replacement. Not only is it required by the Minnesota State Residential Building Code to have a leak barrier installed along you eaves (24" past the interior wall), it is also necessary to be installed in the valleys and up the wall a minimum of 5".
